1. General Principles
RegPEX applies a two-component pricing model consisting of a port fee and a capacity fee.
- Port fee: A fixed monthly charge for the physical connection. Varies by port type and location.
- Capacity fee: Calculated monthly based on 95th percentile traffic usage. Ankara is the primary and lowest-cost location; pricing at other POPs reflects inter-city transport (DWDM) costs.
Capacity fees are identical across all locations. The Ankara advantage applies only to port fees and setup charges.
2. 2026 Launch Campaign
Until 31 December 2026, no port fee is charged to any new member. Members connecting before this date pay only the capacity fee. Capacity fees are not included in this campaign.
3. Founder Member Pricing
The first 10 members to join RegPEX receive founder member status. Founder port rates remain in effect after 2026 and are not affected by subsequent price changes. Capacity fees are standard for founder members.

- Maximum 6 months of use; migration to a permanent connection model is required thereafter.
- A 1-month free trial is offered upon approval.

5. Capacity Fees
The capacity fee is determined by the 95th percentile traffic measurement for the billing month. The higher of inbound (download) and outbound (upload) traffic is used.

6. Reseller
Members who resell RegPEX connectivity to third parties are classified as resellers. For each sub-customer, RegPEX performs IP address assignment, route server BGP session configuration, and RPKI validation.

Reseller status is tracked technically via the route server. If multiple ASNs are announced behind a single port, the member is classified as a reseller and this policy applies.

8. Free Services — Included in All Plans

10. Payment Terms
10.1 Invoicing
- Invoices are issued on the first business day of each month.
- Invoices are delivered electronically.
- The billing currency is EUR; TL payments are accepted at the prevailing EUR/TL rate.
10.2 Payment Methods
- Bank transfer (TL or EUR)
- Credit card (via member portal)
- Direct debit
10.3 Payment Terms and Late Payment
- Invoice date: 1st of each month
- Payment due: 15 days from invoice date
- Late payment interest: Statutory commercial default interest applies in accordance with Turkish Commercial Code (Law No. 6102) and Law No. 3095.
- Non-payment process:
- A written payment reminder is sent upon the due date being passed.
- If payment is not received within 15 days of the reminder, the port is temporarily suspended.
- If payment is not made and no resolution is reached within 30 days of suspension, membership is terminated.
10.4 VAT and Tax
- All fees are quoted excluding VAT.
- International members: No VAT applies (reverse charge mechanism).
11. Port Changes
- 10G → 2×10G LAG: Existing port is retained; a second port is added. New rate applies from the change date.
- 2×10G LAG → 100G: At least 10 business days' notice is required.
- Additional location / extra POP: Port fees and setup charges are invoiced separately per location.
12. Cancellation
- Cancellation requires at least 30 days' written notice (e-mail acceptable).
- All fees accrued up to the cancellation date must be paid in full.
- Founder member cancellation does not trigger any retrospective standard-rate calculation.
13. Price Changes
- Price changes are announced at least 90 days in advance.
- Founder member port rates are fixed for the duration of the contract.
- Annual increases to standard rates are capped at the CPI rate.
